A large cement block is lowered by a large craneas a base for the south side seawall during the construction of the newly finished runway. Construction of the runway was accomplished in three phases. Phase one involved the construction of a new port facility which was completed in 2005. Phase two involved the construction of the north end of the runway while phase three concentrated on the middle.
