Firearms Regulations

Per MCASO 5500.4F

  • Importing or possessing handguns is prohibited.

  • U.S. forces personnel who comply with Japanese law may purchase and register shotguns, air or gas operated rifles, and sporting rifles used for hunting, skeet, or trap shoot.

  • Storage and handling of firearms and dangerous instruments are prohibited in all BEQs/BOQs.

  • Paintball guns cannot be stored in BEQs/BOQs; however, they may be stored in station armory.

  • Authorization for storage in family quarters must be granted for approved shotguns, spear guns, and replica firearms whether or not they are capable of firing any type of projectile.

  • If weapons are to be transported off-base you must register them with PMO and the Japanese police.

  • A combination of both shotguns and rifles may be purchased and shipped from Japan to the U.S. by active duty military personnel. However, anyone desiring to exceed the maximum of 3 must obtain an import permit from the Bureau of Alcohol, Tobacco and Firearms.

  • Swords [except with military uniform and nonfunctional (unsharpened blade) or swords sold for decorative purposes], stilettos, sabers, ice picks, daggers, machetes, spears, bow and arrows or other similar instruments are prohibited. Knives with blades longer than two and three eighths (2-3/8) inches or 6 centimeters are prohibited.

  • Any SOFA personnel requiring to ship any type of privately owned firearms back to the United States may come to the Customs Office to fill out the proper paperwork. Instructions will be given regarding deregistration, storage and shipment of personal firearms.


Entry/Exit Stamps
  • SOFA status personnel who arrived via Armed Forces Identification (AFID) card and military orders require a passport stamp to travel abroad from Japan while using their personal passport. Naval Forces Japan Exit-Reentry Permit Stamps are administered at the Military Customs Office, Bldg 727 (Air Terminal).

  • The Naval Forces Japan Exit-Reentry Permit Stamp is valid for one year. Personnel stationed locally may renew an expired stamp at the Military Customs Office.

  • Military Customs cannot stamp Japanese passports regardless of status. Individuals possessing Japanese passports must see Japanese Immigration for any updates or renewal.

  • All SOFA status personnel transferring to MCAS Iwakuni via the Patriot Express may have an entry stamp put in their passport regardless of travel status.


Additional Customs Information

Per MCASO 5500.4F

  • Household utensils are exempt when utilized in the quarters.

  • No vegetation of any kind may enter into the country of Japan.

  • No fruits, vegetables, seeds, plants, or parts of plants.

  • No unfinished wood products are permitted due to the possibility of insect infestation.

  • Not more than 4 liters of any alcoholic beverages, of which 3 liters must be bottled in the United States and of U.S. manufacture, may be imported free of duty. The individual making the claim must be 21 years of age or over.

  • Only over the counter or prescription drugs may enter the country of Japan. Any medication not in original medical bottle with the individual’s name and expiration date will be confiscated.

  • Any medications that have been mixed into one bottle or are stored in a plastic baggy will be confiscated.

  • This applies to both carry-on baggage and checked baggage.

The MCAS Iwakuni Brig is a DoD Level I Brig, and is accredited by the American Corrections Association (ACA).  This facility provides unlimited pre-trial confinement for all DoD personnel, and confinement for up to 30 days for post-trial prisoners. 

Tours are not authorized at any time unless approved by the Brig Officer. 

Correctional Custody Unit (CCU): The Regional Correctional Custody Unit is located in the MCIPAC Brig Okinawa (Camp Hansen) at 623-4948.

A background check is a law enforcement local records check used to investigate personnel to ensure proper vetting for employment, extensions, security clearance, weapons registration etc.

A copy of the units authorization to request and pick up local records checks will be on file at the PMO Administration section and personnel authorized by the unit Commanding Officer/Officer-in-Charge or Director will be allowed to request or pick up local records checks result.

FOIA and Privacy Act

The Freedom of Information Act (5 U.S.C. § 552) allows members of the public to obtain a wide range of information from agencies of the federal government. In the Department of the Navy, FOIA is addressed in Secretary of the Navy Instruction 5720.42F, "Department of the Navy Freedom of Information Act Program" (SECNAVINST 5720.42F).

FOIA or Privacy Act request for PMO Iwakuni are submitted through the Station Judge Advocate (SJA) Office who will send the request to PMO. Once OSJA recieves the information they will contact the requestor and review with member.

The total number of registered privately owned motor vehicles per accompanied registrant will be limited to two passenger vehicles and two motorcycle(s), whether military, civilian or DoD contractor.

The total authorized vehicles for unaccompanied personnel are limited to one passenger vehicle and one motorcycle. Proof of licensing is required by both SOFA members in order for the sponsor to process two mortorcles.

Accompanied (Validated by Area of Clearance) - Two passenger vehicles and two motorcycle(s).
Unaccompanied - One passenger vehicle and one motorcycle.

All vehicle waivers to exceed normal vehicle registration must be done through the individual's chain of command to the Installation Commanding Officer via the PMO Pass and Registration Office.

  • Personnel are encouraged to register bicycles with the Pass and Registration Office.

  • When USFJ personnel register or take possession of a motor vehicle they must validate their living arrangements/quarters with the Pass and Registration Office. Personnel who reside outside of 2 kilometers from the installation must visit the local Japanese police department to validate their residence and acquire the appropriate documentation (parking permit, decal, parking certificate, etc.) prior to registration. The local police department will determine what documentation is needed.

  • All vehicles must be sold or junked prior to a PCS move. Power of Attorney may be utilized for the sale or deregistration of a vehicle.  Refer to POA's below for requirements.

  • When purchasing a vehicle from a Japanese dealer.

  • SOFA member will need the DoD ID card, valid SOFA license (Iwakuni issued) and a copy of the title and bring it to PMO Pass and Registration.

  • Upon completion of the title and plate change bring the new title, current JCI, current Road Tax, Recycling Fee Receipt. and valid secondary insurance.

  • Orders and Area Clearance must be provided when purchasing a second vehicle and spouses must have an original of Power of Attorney.

  • When purchasing a vehicle from another SOFA status person.

  • The new orner must have valid secondary insurance on the vehicle being purchased DoD ID card and a valid SOFA license (Iwakuni issued).

  • The current owner must provide a title, current JCI, current Road Tax, and Recycling Fee Receipt.

  • Orders and Area Clearance must be provided when purchasing a second vehicle and spouses must have an original Power of Attorney.

POA may be utilized for the sale or deregistration of a vehicle.  Unit Commanding Officers must grant authorization for a military member E-6 and below to issue a POA in the case of a permanent change of station (PCS). A copy of the letter and POA must be presented to the Pass and Registration Office prior to out-processing. POAs are not to be a convenience for members and should not be misused; personnel should make every attempt to sell their vehicles prior to departure.    

a. The POA must contain the following clause stating: "In the event of failure to sell or otherwise dispose of the vehicle covered by the POA within the 120 day period, PMO will begin the procedure to deregister and dispose of the-vehicle."   

b. PDI and JCI must be valid the entire time the POA is in effect.  PDI must be in the name of the authorized holder.

c. When a POA is authorized, the owner issuing the POA and the recipient must report to the Pass and Registration Office to complete an acceptance of responsibility record. It is the person who holds the POA who will be held liable for ensuring all maintenance is maintain and deregistration is conducted prior to the expiration of the POA.

d. The POA cannot be greater than the time left on the liability insurance or JCI, and will not exceed 120 days. In addition, the recipient of the POA must have greater time remaining on station than the duration of the POA.

e. The POA must be issued to an active duty service member or self-sponsored civilian in the MCAS Iwakuni community with a valid Operator's Permit.

f. The vehicle must be deregistered or sold no later than 7 business days prior to expiration of the POA. Federal and Japanese holidays must be taken into consideration.

All SOFA members must deregister their vehicles prior to a PCS, separation, or reassignment, or after revocation of driving privileges. All personnel are required to de-register their POVs through the Pass and Registration Office by utilizing either the MCCS Auto Skills Center or a Japanese car dealer.

  • The member must return the road tax decal to the Pass and Registration Office and provide proof that the vehicle was turned over to a deregistering agency in order to receive a deregistration package.

  • After the member receives the deregistration package from the Pass and Registration Office they must return it to the deregistering agency for processing.

  • Anyone other than the sponsor must have an original Power of Atorney

  • The member must return with confirmation of deregistration from the agency in order to complete the deregistration process with the Pass and Registration Office. Failure to complete deregistration may delay personnel from departing Japan.

  • In the case of a deceased SOFA member, the GOJ will allow use of a POA or an affidavit and death certificate to deregister the vehicles. If neither is available a letter should be addressed to the Yamaguchi Land Transportation Office from the Provost Marshal acknowledging the loss, and the person acting as executor of the member's property. If the spouse is not a military member and the spouse wishes to have a member exercise a POA, it should also be mentioned in the letter. The letter should be translated into Japanese and copies of the letter and required documents for vehicle deregistration must be presented at the time of deregistration or sale to the Pass and Registration Office. 

Personnel should consult with the Distribution Management Office (DMO) 2 to 3 months in advance for information on shipping vehicles. This includes motorcycles originally shipped in household goods and never registered in Japan.

  • If the vehicle is registered in Japan, members must report to the Pass and Registration Office with official orders, the title, JCI Receipt and the Automobile Road Tax Receipt, 3 weeks prior to scheduled shipment.

  • Vehicles must be deregistered with Japanese authorities prior to being shipped outside of Japan. The Pass and Registration Office will prepare a package for deregistration with Japanese authorities.

  • Members must return to the Pass and Registration Office with a copy of the cancelled title from the GOJ. They will in turn be provided two copies of deregistration forms, one for the member and one for DMO to process with the shipping package.

  • Vehicles are not to be driven once deregistered with the GOJ.

  • When selling a SOFA vehicle to a Japanese citizens the following applies.

  • The member must return the road tax decal to the Pass and Registration Office and the vehicle must not be in lien from an agency.

  • The member and Japanese citizen must be present at the Pass and Registration Office together.

  • Pass and Registration will provide a Bill of Sale for the Japanese citizen.

  • Pass and Registration will complete the required documentation for the Japanese citizen to change the vehicle over to Japanese plates within 15 days of the purchase.

  • Anyone other than the sponsor must have an original Power of Attorney.

  • The member must return with a copy of new Japanese title or deregistered title as proof to remove vehicle from on-base registration.

  • SOFA plated vehicle cannot be driven by Non-SOFA members until title transfer is completed.

  • If you have received a traffic citation, report to the Pass and Registration Office to either.

  • Provide your plea (guilty or not guilty).

  • Assess points and assignment to remedial driving course.

  • Assign date to appear in traffic court.

  • Right to Appeal processing (10 working days) – Sample Form (Word / PDF).

  • Suspensions and Revocation processing.

Members cited via the TVR system shall be notified by the traffic court section of their assigned time, date, and location of court appearance.

The TVR complainant shall also be required to attend on the same traffic court date in order to bear witness to the alleged violation. 

Any person may make an official complaint, via the TVR system, against any person they witness who violates any traffic regulations, whether the violation occurred on or off base. The complainant may report to PMO and fill out the TVR complaint form. The form will then be forwarded to the PMO traffic court section and adjudicated in the same manner as a traffic citation written by Military Police. Failure to include all necessary information on the TVR may result in the complaint not being processed.

The TVR complainant must attend the assigned traffic court date in order to bear witness to the observed violation to the TCO.

Answer: First, attend the MCAS Iwakuni Welcome Aboard Indoctrination Brief and the SOFA licensing course that follows and pass the SOFA license test.  If transferring within Japan you must show proof of a SOFA license from another USFJ installation.  All applicants shall provide a government-issued identification card, valid U.S. driver’s license, proof of SOFA status, and present the following documents as required:

  • Active Duty: Command sponsored active-duty members must provide a copy of their travel orders and/or area clearance.  Family members must be listed on travel orders and/or area clearance.  All E-5 and below who are granted permission to be licensed will present a letter of authorization to obtain a SOFA license signed by their commanding officer.

  • Civilian/NAF employees: (a) Letter of Employment with family members listed (CONUS and local hire).  (b) Travel orders with family members’ names listed (CONUS hire).  (c) Area clearance with family members’ names listed (CONUS hire).

  • Contractor: (a) Letter of Employment (i.e. contract).  *The contract must show the individual will be on station for a minimum of 30 days to be eligible for a SOFA license.  (b) Dependents of contractors be listed in the contract.

Answer: The MCAS commanding officer may grant this privilege under special circumstances.  The command sponsored member must submit a request for approval to the Commanding Officer, via his/her unit Commanding Officer and the Provost Marshal.  All licensing requirements must be met (i.e.Welcome Aboard Indoctrination Brief, SOFA Test, and International Driver Permit recognized by Japan).  The individual will only be able to drive upon approval from the MCAS Commanding Officer.

Answer:

  • Unaccompanied: Limited to one passenger vehicle and one motorcycle.

  • Accompanied: Limited to two passenger vehicles and two motorcycles (per licensed operator). Proof of licensing is required by both SOFA members in order for the sponsor to posess two mortorcycles. 

  • Policy Waiver:  Any individual who desires to own vehicles beyond the standard limits may submit a request for approval to the MCAS Commanding Officer, via his/her unit Commanding Officer and the Provost Marshal.

Answer:

SOFA to SOFA:

When purchasing a vehicle from a SOFA member both the buyer/seller must proceed to PMO, Pass and Registration to conduct the purchase/transfer paperwork.  The below documents will be required:

  • Seller:  ID card, SOFA license, Title, JCI insurance, road tax receipt, recycling fee receipt.  If the vehicle is in lien with a banking facility, the seller will be required to provide a termination statement from their banking facility. 

  • Buyer:  ID card, SOFA license, Secondary Insurance for the vehicle being purchased, Area Clearance and Accompanied orders if purchasing a second vehicle.

  • Registration: Upon completion of the title and plate change bring the new title, current JCI, current Road Tax, Recycling Fee Receipt and valid secondary insurance.

Japanese Dealer to SOFA:

When purchasing a vehicle from a dealer the SOFA member must proceed to PMO Pass and Registration to conduct the purchase/registration paperwork.  The below documents will be required:

  • Seller:  Will provide the buyer a copy of the original title.

  • Buyer:  ID card, SOFA license, Area Clearance and Accompanied orders if purchasing a second vehicle. **Note: Secondary Insurance will be required at the time of registration at PMO**

  • Registration: Upon completion of the title and plate change bring the new title, current JCI, current Road Tax, Recycling Fee Receipt and valid secondary insurance.

The new owner may take the package to MCCS, any off station car dealer or individually proceed to the Yamaguchi Land Transportation Office (LTO) to process the title transfer.  Once the title transfer is complete, return to PMO to obtain a permanent decal.  Please bring the documents required above for registration.

Note: If their sponsor doesn’t have a SOFA license or is not present in Iwakuni to come to PMO (i.e. Deployment, TAD), a Special Power of Attorney (SPoA) has to be provided to purchase or sell the vehicle.

SPoA must be the original. Photo Copies and electronic copies are not authorized.

Answer:

Vehicle Disposal:

When disposing your vehicle the SOFA member must proceed to PMO, Pass and Registration to conduct the de-registration paperwork.  The below documents will be required: Owner:

  • Receipt from an authorized car dealer, stating the vehicle is in the dealer’s possession.

  • Road Tax decal (removed from vehicle being disposed of).

  • ID card, SOFA license, Title, road tax receipt, JCI insurance and recycling fee receipt. 

  • If the vehicle is in lien with a banking facility, a termination statement from the bank is required.

  • The SOFA member must bring de-registration package to dealer for processing. Once the de-registration is completed, return to PMO to show the proof of de-registration. (de-registered title)

Note: The vehicle must be in possession of the dealer responsible for junking the vehicle.

Selling vehicle to non-SOFA:

When selling your vehicle to a Non-SOFA individual the SOFA member and buyer must proceed to PMO Pass and Registration to conduct the de-registration paperwork.  The below documents will be required:

  • Seller:  ID card, SOFA license, Title, road tax receipt, JCI insurance and recycling fee receipt.

  • Remove the Road Tax decal and return it to PMO.

  • If the vehicle is in lien with a banking facility, a termination statement from the bank is required.

  • Buyer:  Must sign the bill of sale and de-registration package.

Once the title tranfer is completed, return to PMO to show the proof of de-registration. (Copy of Japanese title in new owner's name)

Answer: Per USFJ INST 31-205, U.S. Forces Japan members who are residing more than 2 kilometers from any U.S. installation or facility must comply with the Government of Japan requirement to validate their residence has a suitable vehicle parking space.  This includes issuance of a parking certificate and parking sticker for the vehicle, prior to registration.

Answer: Powers of Attorney may be utilized for the sale or deregistration of a vehicle.  Unit Commanding Officers must grant authorization for a military member E-6 and below to issue a POA in the case of a permanent change of station.  A copy of the letter and POA must be presented to the Pass and Registration Office prior to out-processing.  Personnel should make every attempt to sell their vehicles prior to departure.

Answer: Road Tax is due in the month of April annually and is a mandatory requirement of the Government of Japan.  Without proof of Road Tax payment a USFJ Form 15A decal will not be issued.  *Failure to pay is grounds for vehicle impoundment.

Answer: No, PMO cannot give them a ticket or tow them.  Family Housing has granted you the privilege of a personal parking space but is not mandated by Station Order that those spaces belong to you; therefore, PMO will not enforce parking in those spaces.  To resolve this issue, contact Family Housing and make a formal complaint about the individual parking in your parking spot.

Answer: Once a ticket has been issued you have 3 business days to go to the Pass and Registration Office (in Building 608) to plead guilty or not-guilty and, if necessary, receive a court date.  Attend court on the date and time provided by the Pass and Registration Office. 
** Note: If you receive a ticket from Japanese Police, you will be called to PMO where you will receive an on-base traffic citation. This is because MCAS Iwakuni issued you a SOFA license and the United States Government’s agreements with the Government of Japan, require the installation to track infractions and assess points to your license.

Answer: The impounded vehicle can only be returned to the owner if the individual is cleared of the charge by the Traffic Court Magistrate.  Otherwise the vehicle must be (1) released to the government and deregistered by the registered owner, (2) released to a licensed dependent, or (3) released and sold to a new owner.

Answer: Weekday quiet hours are from 2200-0500; weekend quiet hours are from 2400-0500.  Contact PMO during the above times to make a loud noise complaint.  Excessive and inappropriate noise is considered to be disturbing the peace 24/7 and PMO will respond outside of the quiet hours.

Answer: PMO is a part of the greater law enforcement system in the United States, which primarily uses Social Security Numbers for incident reporting systems.  Simply put, the law enforcement systems we use are not capable of processing DoD ID numbers.  PMO understands this might seem counter to directions from the DoD or HQMC; however, the systems PMO utilizes are under the direction and control of the DoD and the Department of the Navy.  We take significant measures to ensure all personal information is safeguarded.

Answer: Obtain the proper paperwork from the DEERS office in Building 1 and bring all the paperwork to the PMO Desk Sergeant in Building 608.  PMO will generate a report and stamp the paperwork.  Once this is completed, return to the DEERS office with the stamped paperwork to receive a new ID card.
